Claude often searches more than once for a single question, so what comes back is the set of pages those searches surfaced and it chose to cite. It is a set, not a ranking. Your domain is in it or it is not, and the whole set is shown either way.

How the verdict is decided: the probe calls Anthropic's Messages API with the server-side web-search tool, reads the web_search_result blocks Claude cites, and matches the host of each result URL against your domain. Subdomains of your domain count as yours; nothing is inferred from how the reply is worded.
The search budget is bounded on purpose, so the loop cannot run away with our bill. A question that would need Claude to keep digging stops early, and a page that only surfaces on a later search may never be reached. “Not cited” here means Claude did not cite you inside that budget — not that no version of Claude ever would.
